Ballot Blessing: How Vote Bank Politics and Fake Aadhaar Cards are Legalizing Child Marriage in Bihar's Bhojpur

When the surging waves of the Ganges swallowed the lands of panchayats like Nathmalpur and Sinha, thousands of families were forced to settle on embankments and elevated roads. In these makeshift settlements, it wasn't just homes that collapsed; the social fabric that once protected young girls from the scourge of child marriage was also torn apart.

Displacement here is not merely about losing a roof over one’s head; it is the erosion of dignity and the fading fear of the law that these families once possessed on their own land. However, the darkest aspect of this tragedy isn't poverty, but a calculated administrative and political 'silence'—which, in the language of systemic failure, can be termed as a 'Ballot Blessing'. Here, child marriage is not just a social compulsion; it is a legal deception crafted through the tacit consent of local representatives and the organized forgery of Aadhaar cards.

The Pact of Silence and Vote Bank Politics

The very shoulders responsible for stopping child marriage in these displaced areas are now the ones nurturing it. Bootan Singh, the former Mukhiya of Nathmalpur, admits this bitter truth with startling bluntness. He says, "In today’s time, no representative wants to interfere in anyone’s personal household matters. Everyone cherishes their vote bank. During elections, every single vote counts. If a Mukhiya or Sarpanch stops a child marriage, the entire family, their relatives, and the whole clan turn against them. Fearing the loss of votes, people knowingly turn a blind eye." This confession by Bootan Singh exposes a system where a 'public mandate' has become more powerful than the law itself.

Administrative proactiveness is also non-existent. The former representative further adds, "The reality is that we never receive clear instructions or orders from the Block (BDO) or Zonal (CO) offices to conduct rigorous monitoring of child marriages in our panchayats. When there is no administrative pressure from above, why would any local leader risk ruining their vote bank?"

 Fake Aadhaar Cards Sanctioning Child Marriage

The most shocking discovery of this investigation is the manipulation of Aadhaar cards. It is no longer just an identity card; it has become a master key to legitimize child marriages. Vishwanath Pratap Singh, a social activist and veteran leader who has fought many grassroots battles to stop child marriages, launches a direct attack on this system. He describes how 10 to 12-year-old girls are turned into 18-year-old adults on paper overnight.

"This is impossible without the collusion of local representatives," says Vishwanath Singh. "Documents issued from the Mukhiya's office and their signatures are used to increase the age on Aadhaar cards. It is a web where middlemen and Aadhaar center operators change a girl’s age for a few hundred rupees. By the time the wedding card is printed, a new Aadhaar card is also ready, so that if the police or administration arrives, they can be shown 'legal' proof."

The Veil of White Lies: Apathy of Representatives

When these grave allegations were presented to Dhanji Shah, the current Mukhiya of Sinha Panchayat, there was only a veil of white lies. Contrary to the ground reality, Dhanji Shah claims, "There is no such problem here. We are aware and are fully following the government’s schemes. We haven't received any complaints of child marriage happening anywhere." When questioned sharply about the Aadhaar fraud and the involvement of middlemen, he dismissed it entirely. This 'all is well' attitude of those in power is the primary reason why the roots of child marriage are deepening.

Administrative Helplessness and the Grassroots 'Darkness'

The role of the district administrative machinery remains the most questionable. A detailed conversation with the Assistant District Child Protection Officer (ADCPU) of Bhojpur highlighted the hollowness of the department. The officer admitted that senior officials sit at the headquarters, but there is no independent staff for monitoring at the sub-division level. They rely entirely on 1098 (Childline) or external tips.

However, the ground reality of the 'information network' that the administration talks about is quite different. The statements of Ramawati Devi, an Anganwadi worker from Balua Panchayat, and Rambha Devi from Manirai Tola in Ijri Panchayat, tear this network apart. These workers clearly state, "We have not received any specific instructions or orders from the department or district administration to monitor or report child marriages." They acknowledge it is common knowledge that child marriage is forbidden, but since they haven't been directed to report it, why would they take the risk? This statement from grassroots workers proves a 'connectivity failure' between the administration and the field. When the strongest link in the village is kept out of the loop, it is impossible for news of marriages in displaced settlements to reach the headquarters.

The officer also admitted that the department lacks a 'Special Monitoring Unit' for high-risk areas like displaced settlements. He says, "Until members of society or public representatives themselves come forward to inform us, it is difficult for us to reach there."

Stolen Identity and the Surrender of the System

In these displaced settlements of Bhojpur, child marriage is no longer just a social evil. It has become a lethal cocktail of vote bank politics, administrative apathy, and technical forgery. There are hundreds of teenage girls whose childhood is buried behind the fake digits of an Aadhaar card. In the future, when these girls look at their documents, they probably won't even remember what their real age was.

As long as panchayat representatives don't look beyond 'votes' to the future of a 'daughter,' and as long as the administration doesn't step out of the headquarters and onto the ground, this game of 'Ballot Blessing' will continue to play with innocent lives. Displacement evicted them from their land, but this political and administrative collusion has robbed them of their future and their very identity.
