Udaipur- The law and order situation in Rajasthan's Salumber region is deteriorating alarmingly, with a minor girl facing repeated abductions and atrocities, yet local police inaction and alleged collusion with perpetrators prevent any meaningful intervention.

The Communist Party of India (CPI) Udaipur District Secretary Himmat Changwal has submitted a memorandum via email to the Superintendent of Police, Salumber. Copies were also sent to the Chief Minister of Rajasthan, District Collector Salumber, and DIG Udaipur Division. The document demands immediate action against the culprits, registration of a case under the POCSO Act, and protection for the victim's family.

His minor daughter has been abducted multiple times by accused Vijay and Sohan, residents of Dhanakawada Kagna Phala under Semari police station. CPI District Secretary Himmat Changwal stated, "This isn't just one family's tragedy, it's a blatant failure of law enforcement in Salumber. Minor girls' safety is at risk, and the police are shielding criminals."

Abducted 3 Times, No Concrete Action

First Abduction (September 13, 2025): While Shivlal was out driving and his wife was working in the fields, Vijay arrived at their home and enticed the girl away with marriage promises. When she didn't return, Shivlal searched nearby areas. On September 19, 2025, he filed a complaint at Parsad police station. Police apprehended the minor and Vijay, bringing them to the station. There, Vijay's village panchayat members, family, and police pressured Shivlal, claiming the girl's reputation would be tarnished and assuring no future contact. On September 24, 2025, at the station, Vijay's mother Kavita signed a compromise agreement on a ₹50 stamp paper, pledging Vijay would have no further ties with her. Under duress, Shivlal submitted a no-action report to police, and his daughter was handed back.

Threats and Second Abduction (From October 2, 2025): Despite the agreement, on October 2, Vijay stormed Shivlal's home, threatening, "Send your daughter with me, or I'll kill you." Shivlal reported this on October 3, at Parsad station, but no action followed. Vijay then sent Shivlal threatening photos of knives via his ID on mobile, escalating the fear. Police ignored repeated pleas, leaving Shivlal too terrified to work. On November 25, 2025, Vijay's brother Sohan arrived at the house and forcibly abducted the minor. She remains with Vijay, who continues to assault her under the guise of marriage, while police turn a blind eye.

Shivlal submitted a petition to the District SP on November 28. A case was registered at Parsad station thereafter. Police brought the minor to the station, but she refused to go with her father. She was sent to Nari Niketan (women's shelter). Her court statement was recorded, and she was returned there. Action was initiated against Vijay, but Sohan was let off scot-free. Later, Shivlal retrieved his daughter from Nari Niketan, where she stayed happily at home.

Third Abduction (January 9, 2026): On January 9, around 2 PM, about nine unidentified accused (whom Shivlal recognizes by face but not name) loitered near the house on three motorcycles. At 4 PM, as the minor returned from grazing goats, the group seized her by force and fled. Shivlal raised an alarm, neighbors joined the chase, but the perpetrators escaped. He immediately reported to Parsad station, yet no probe ensued.

On January 12, during Vijay's court hearing in Udaipur, Shivlal attended. The accused and Vijay's mother coerced the minor into giving a statement in Vijay's favor, then whisked her away and hid her. Shivlal informed Parsad police, but no action was taken. Amid claims of police-criminal nexus, the minor remains concealed. On January 12, Shivlal petitioned the SP again, demanding an impartial investigation against all involved.

The CPI memorandum accuses Parsad police of gross negligence, granting impunity to criminals. Shockingly, police constable Ashok threatened the minor's mother: "If you touch Vijay when he comes home, I'll get you 20 years in jail." The family lives in constant fear, with the Shivlal household under direct threat. Perpetrators have even attached their photos to the memorandum as evidence.

In the memorandum, Himmat Changwal urges the SP to rescue the minor from the accused, conduct a medical examination, and reunite her with her father. Further he demands to direct Parsad station to register a fresh abduction FIR, invoke the POCSO Act 2012 for stringent action and provide security to the family.
