AIOBCSA Meets Rahul Gandhi, Submits Hyderabad Declaration Demanding Scientific Caste Census and End to Creamy Layer Injustice

New Delhi- A delegation of the All India OBC Students Association (AIOBCSA) met Leader of Opposition in the Lok Sabha Rahul Gandhi and submitted the Hyderabad Declaration, highlighting injustice to Other Backward Classes in the ongoing Census 2027 exercise and seeking parliamentary intervention on reservation-related issues.

The meeting was led by AIOBCSA National President Dr. G. Kiran Kumar. Students from Jawaharlal Nehru University, Delhi University and the University of Hyderabad Deepa Kumari, Rakesh Datta, Pinky, Shashikant, Rakesh Kumar, Jayanth Yadav and Rajani were part of the team.

The organisation thanked Gandhi for raising his voice against the injustice being done to OBCs in Census 2027. It said he listened to concerns on a comprehensive and scientifically accurate caste census, adequate OBC representation, educational equality and empowerment of OBC students.

The Hyderabad Declaration, adopted at AIOBCSA’s 7th National Convention on 7 August 2026 at the University of Hyderabad, was presented as a charter for the educational, social and constitutional empowerment of OBC students and other marginalised communities. It covers demands on caste census, proportionate representation, reservations, scholarships and fellowships, social welfare hostels, filling of backlog vacancies, social justice in higher education, and stronger institutional safeguards for marginalised students.

The delegation also raised the OBC creamy layer income-test issue, which it said is causing serious injustice and uncertainty for OBC students and job aspirants. Citing the Supreme Court judgment dated 11 March 2026 in Union of India v. Rohith Nathan, the organisation urged Gandhi to raise the matter strongly in Parliament and press the Union government to implement the verdict in its true spirit. It demanded that parental salary should not be used improperly to deny OBC Non-Creamy Layer status, so that opportunities of thousands of deserving aspirants are protected amid continued delay and administrative ambiguity.

The students requested Gandhi to take these issues up in Parliament and before the Union government and to support the democratic struggle for equality, representation and social justice.

AIOBCSA expressed appreciation for the time given by Gandhi and for his patient hearing of the concerns and aspirations of OBC students and youth.

The organisation has been consistently campaigning for a caste census that accurately captures OBC numbers rather than fragmenting communities through open-ended entries, and for implementation of reservation policies without arbitrary barriers.
