Bhopal- The controversy over Madhya Pradesh Minister of State Pratima Bagri's caste certificate has now reached a decisive turning point. On Wednesday, Pradeep Ahirwar, the state president of the Congress SC Department, appeared before the State-Level Scrutiny Committee, which is investigating the validity of the caste certificate. Armed with evidence and documents, he demanded the immediate cancellation of Minister Pratima Bagri's Scheduled Caste (SC) certificate, labeling it "forged." Following the High Court's intervention and its directive to reach a decision within 60 days, administrative activity has intensified.

The investigation by The Mooknayak has revealed that this dispute is not limited to one individual's caste certificate. It is connected to a years-old controversy surrounding the use of the "Bagri" surname and eligibility for SC status in the Bundelkhand, Vindhya, and Mahakaushal regions of Madhya Pradesh.

Congress leader Ahirwar claims that for years, caste certificates were issued without distinguishing between the actual SC Bagri community and communities using the Rajput-Thakur Bagri surname, thereby affecting the reservation system. He asserts that the Bagri Rajputs (General category) from the Bundelkhand and Vindhya regions are not entitled to SC status.

Documents Submitted to Committee

During the hearing at Vallabh Bhawan in the ministerial complex on Wednesday, Pradeep Ahirwar submitted detailed documents before Principal Secretary E. Ramesh Kumar and other committee officials. He stated that when the first list of Scheduled Castes was prepared after independence in 1950, only those castes associated with social untouchability, caste-based discrimination, and menial occupations were included. According to him, the Bagri community residing in the Central India region was placed in the SC category under special circumstances, but the Rajput Bagri community living in the Vindhya and Bundelkhand regions never received SC recognition.

Speaking to The Mooknayak, Pradeep Ahirwar said that in the 1961 caste census, the Bagri community living in Satna and Panna districts was not recorded as SC. He also stated that after the formation of Madhya Pradesh in 1956, the districts where the Bagri community was granted SC benefits were primarily in the Central India region, including Bhind, Morena, Shivpuri, Guna, Ujjain, Ratlam, Mandsaur, Indore, Dewas, Dhar, Jhabua, and Neemuch. After the removal of regional restrictions in 1976, people from the Rajput-Thakur Bagri community in the Vindhya and Bundelkhand regions started obtaining SC certificates.

Ahirwar also argued before the committee that the Rampur-Baghelan assembly seat in Satna district is reserved for the SC category, and Pratima Bagri contested the election, became an MLA, and later reached the ministerial position based on this certificate. He alleges that if the certificate was issued against rules, this is not merely an individual case but a serious question related to the reservation system and constitutional rights.

Central Government Amendment in 2007

The complainant also cited orders issued by the state government in 2003. According to him, an anthropological study conducted by the state government and the Tribal Research Institute (TRI) had clarified that families using the "Bagri" surname in the Bundelkhand, Mahakaushal, and Vindhya regions actually belong to the Rajput-Thakur community and should not be issued SC certificates.

According to the TRI report, the Bagri Rajputs of the Vindhya region were Malguzars (landowners). Based on the similarity of the caste name, they began obtaining SC certificates to avail benefits.

Scrutiny Committee Had Issued Directives

In this regard, directives were issued to all collectors on February 25, 2003, and July 14, 2003. Later, the high-level scrutiny committee also upheld the government's decision.

An important point in the case is the 2007 amendment. The central government clarified that the "Bagri/Bagdi" community would be included in the SC list, but those from the Rajput and Thakur sub-castes who only use the "Bagri" surname would not get the benefit. Ahirwar says that despite this, caste certificates continued to be issued at the local level without adequate verification.

In a conversation with The Mooknayak, Pradeep Ahirwar alleged that Minister Pratima Bagri and her family have been creating confusion about their caste identity for years. He claims that while Bagri family may present revenue documents (Khasra-Khatauni) from before 1950 where their surname is recorded as "Bagri," merely having the "Bagri" surname does not make a person eligible for SC status.

According to Ahirwar, the Rajput Bagri community of the Vindhya and Bundelkhand regions was not granted SC status in the constitutional SC list implemented in 1950. He claimed that in the documents and caste records from 1956 and 1961 as well, this family did not register itself as SC because they belong to the Rajput (General) category. He said that having the Bagri surname in revenue records cannot be considered evidence of belonging to the SC category.

Pradeep Ahirwar further stated that the Bagri caste is recognized as SC only in the Central India region. He alleged that Minister Pratima Bagri's family succeeded in obtaining certificates by taking advantage of the similarity of the caste name "Bagri." He expressed apprehension that attempts might be made to create confusion before the scrutiny committee using old documents.

Ahirwar claims that the documents where the family's surname is recorded as "Bagri" actually show they belong to the Rajput Bagri community, not the SC category.

No Untouchability Practiced Against Bagri Caste

The complaint also mentions that Bagri families in the Vindhya and Bundelkhand regions have been known as an economically and socially influential farming community. Documents claim that these families have possessed large amounts of agricultural land since before independence and have never faced social untouchability. Citing gazetteers from the British era and old administrative documents, the complainant said that the Rajput Bagri community of Seoni district is mentioned as a large farming community, and their marriage alliances continue to be with Bagri families from the Satna-Panna region.

The entire matter has also created a stir in state politics. The opposition is making it an issue of "infiltration into the reservation system," while no detailed public reaction has yet come from the ruling side. However, the case is now considered sensitive at the legal and administrative level, because if the scrutiny committee finds the complainant's claims correct, the political and constitutional consequences could be far-reaching.

Decision Possible Before June 20

The state-level caste scrutiny committee could deliver its verdict in this matter before June 20. In fact, a double bench of the Jabalpur High Court, during the hearing, had directed the state government and the scrutiny committee to decide the dispute over Minister Pratima Bagri's caste certificate within 60 days. Following the court's strict observations, the investigation process accelerated, and the complainant has now submitted documents and evidence before the committee. It is believed that a major decision on this high-profile matter could come in the coming days.

What Happens If the Caste Certificate is Cancelled?

If the state-level scrutiny committee cancels Minister Pratima Bagri's caste certificate, the legal and political implications could be extremely serious. She contested the election from the Rampur-Baghelan assembly seat in Satna district, which is reserved for the SC category. In such a scenario, if the caste certificate is found invalid, her assembly membership could be in jeopardy, and the matter could reach court through an election petition. Additionally, constitutional questions regarding her continuation as a minister could arise.

According to legal experts, if it is proven that the certificate for the reserved category was obtained based on false information, action is possible against the individual under provisions related to forged documents and taking undue advantage of reservation.
