The Telangana State Human Rights Commission (TSHRC) has issued a notice to the Collector and District Magistrate of Ranga Reddy district in connection with the suspicious death of Ashwini, an Intermediate student at Kammadanam Gurukulam in Farooqnagar mandal.

The notice was issued following a complaint filed by Dundra Kumaraswamy, advocate and National President of BC Dal, seeking a comprehensive inquiry into the circumstances surrounding the student’s death and the protection of students’ human rights in government-run residential institutions.

Ashwini was found hanging in her dormitory on the afternoon of Wednesday, 2 September. She was a student at the Telangana Gurukula Women's Residential Junior College in Kammadanam. Hostel staff shifted her to the government hospital in Shadnagar, and later to a private facility, where she was declared dead. Her father, Mudavath Chandar, has alleged that the hostel staff were uncooperative and unreachable during the emergency. According to her father, a man named R. Ramesh had been actively harassing and threatening Ashwini in her native village of Kolloni Marla Thanda. A formal complaint regarding this harassment had previously been lodged at the Jadcherla police station.

In H.R. Case No. 3641/2026, dated September 8, the Commission directed the Ranga Reddy District Collector to submit a report by November 9. The matter has been listed for further consideration on the same day at 11 a.m., and the Collector has been asked to furnish the requisite information in three sets. The complaint sought scrutiny of the circumstances preceding the incident, institutional supervision, emergency medical response and the discharge of duties by the officials concerned.

Kumaraswamy urged the Commission to ensure accountability and strengthen safety mechanisms in government Gurukulam institutions across Telangana. He called for a comprehensive safety and human rights audit covering hostel supervision, emergency healthcare, grievance redressal, counselling facilities and student protection measures.

The inquiry, he said, should not be confined to establishing the circumstances of Ashwini’s death, but should also address systemic safeguards necessary to protect the life, dignity and safety of students in residential educational institutions.
