Maharashtra Polls: ECI Outlines Guidelines for Silence Period

Mumbai - The Maharashtra State Chief Electoral Officer (CEO) has issued a stern warning against any violations of the silence period ahead of the November 20 polling day. The silence period commences at 6 PM on Monday and will last until the conclusion of voting.

During this 48-hour period, any activity promoting or opposing any political party or candidate is strictly prohibited under Section 126 of the Representation of the People Act, 1951. This includes campaigning, public meetings, rallies, and participation in such events. Violation of these rules could lead to imprisonment for up to two years, a fine, or both, according to CEO S. Chockalingam.

The Election Commission of India (ECI) has outlined specific guidelines for print and audio-visual media during the silence period. Political advertisements in print media must be pre-approved by the Pre-Certification Committee and clearly display the publisher's name and address. Audio-visual media, including television, radio, cable networks, and social media, are completely prohibited from broadcasting political advertisements during this time.

The ECI issued guidelines on August 24, 2023, for pre-certification of political advertisements, covering both print media during the silence period and audio-visual media before the silence period. All cable networks, TV channels, radio stations, and social media platforms are responsible for ensuring that political advertisements aired during the silence period have proper certification. The ECI will hold any network or platform airing uncertified political ads, either directly or indirectly, liable for contempt of court and take appropriate legal action.
