Mathura- A grave allegation has surfaced against Sub-Inspector Kapil Nagar, posted at the Adeeng Police Outpost under Govardhan Police Station in Mathura district, for brutally assaulting a poor farmer. The assault allegedly took place after the victim Brijesh alias Brijmohan, son of Prahlad Singh lodged a complaint on the Uttar Pradesh Chief Minister’s Public Grievance Portal (CM Portal) against Nagar for demanding a bribe of ₹20,000. This incident has raised serious questions about police conduct and corruption in the state. Following a viral video on social media and relentless efforts by journalists, the case caught the attention of the Uttar Pradesh government, with Deputy Chief Minister Brajesh Pathak assuring strict action against the accused officer.

Brijesh, a resident of Madhuri Kund village in Mathura, and his father, Prahlad Singh, were embroiled in an old land dispute. According to the family, Sub-Inspector Kapil Nagar demanded a bribe of ₹20,000 to resolve the matter. After the family refused to pay, Brijesh filed a complaint against the officer on the CM Portal. Angered by this, Kapil Nagar allegedly summoned Brijesh and his father to the Adeeng Police Outpost on July 27.

The family claims that upon reaching the outpost, Brijesh was detained and brutally beaten in a closed room. Specifically, he was allegedly kicked and punched in his private parts (testicles), resulting in severe injuries. A video that went viral on social media shows Brijesh writhing in pain and screaming, with visible swelling in his testicles.

Mathura Police issued an official statement denying the allegations of assault. According to the police, on July 26, Brijesh made a false call to Dial 112, reporting a firing incident in Madhuri Kund village, claiming 5-6 people had been shot. When Sub-Inspector Kapil Nagar and the Police Response Vehicle (PRV) team reached the spot, no such incident was found, and Brijesh had switched off his phone.

The next day, July 27, a dispute arose involving Prahlad Singh and others over the same land issue. Kapil Nagar took action against Prahlad Singh under Sections 170/126/135 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). On the evening of the same day, Brijesh was called to the outpost for questioning. The police claim that Brijesh suddenly began shouting, complaining of pain in his testicles and stating that he suffered from hydrocele. He was immediately taken to a doctor by the police and his family. The police assert that no assault took place at the outpost and labeled the allegations in the viral video as “false and baseless.”

Following the incident, Brijesh was admitted to Mathura District Hospital in critical condition. According to journalist Shyam Meera Singh and the victim’s family, no medical examination was conducted even after six days. The viral video clearly shows Brijesh’s severe condition and swelling, yet the police attribute it to a pre-existing hydrocele condition. Shyam Meera Singh, in his tweets, questioned why the swelling occurred if no assault took place and why the medical examination was delayed.

The case gained traction due to the persistent efforts of journalists Shyam Meera Singh and Yash Bhadas, who raised the issue on social media. Opposition parties, including the Samajwadi Party, Indian National Congress (INC Uttar Pradesh), and Aam Aadmi Party (AAP Uttar Pradesh), condemned the incident and demanded justice for the victim.

After journalist Yash Bhadas informed Deputy Chief Minister Brajesh Pathak about the incident, Pathak took immediate cognizance. He spoke to Shyam Meera Singh over the phone and assured strict action. Pathak expressed displeasure with Mathura’s Senior Superintendent of Police (SSP) Shlok Kumar and the Chief Medical Officer (CMO) for the delay in the medical examination and issued instructions for immediate action. He stated that he would personally monitor the case to ensure justice.

Mathura SSP Shlok Kumar has ordered an investigation into the matter, but his statement appears to sideline the victim’s perspective. So far, Sub-Inspector Kapil Nagar has only been transferred, and no First Information Report (FIR) has been filed against him. The investigating officer (SP Rural) stated that the FIR has not been registered due to the absence of a medical report. This delay and the police’s approach have raised several questions.
