New Delhi- The Union Cabinet, led by Prime Minister Narendra Modi, has approved a significant rationalization of Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers' Welfare into two comprehensive umbrella programs: Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY). These revamped schemes aim to address critical agricultural challenges and promote sustainable farming practices, food security, and self-sufficiency in agriculture.

Key Focus Areas of the Schemes:

  • PM-RKVY: Aimed at promoting sustainable agriculture, this program will focus on tackling climate resilience, nutrition security, and value chain development for agricultural commodities. It will also encourage private sector participation in the development of the agriculture sector.

  • Krishonnati Yojana (KY): Focused on food security and agricultural self-sufficiency, KY aims to leverage modern technology to enhance productivity and efficiency. Several key components such as the National Mission for Edible Oil-Oil Palm (NMEO-OP), Digital Agriculture, and the Clean Plant Program are included under this umbrella.

Rationalization and Flexibility for States

A total expenditure of ₹1,01,321.61 crore is proposed for these schemes, with ₹69,088.98 crore as the central government share and ₹32,232.63 crore as the share from state governments. This rationalization allows states to allocate funds flexibly based on their unique agricultural challenges and needs. States are encouraged to develop Comprehensive Strategic Plans that holistically address the production, sustainability, and value-chain development of agricultural commodities.

By consolidating multiple smaller schemes into these two umbrella programs, the government aims to reduce duplication, ensure convergence, and give states the autonomy to tailor their agricultural strategies. The approval process will now streamline Annual Action Plans (AAPs), allowing states to propose holistic strategies instead of scheme-wise submissions, ensuring quicker and more coordinated implementation.
