Rajasthan Blacklists 40 Educational Institutions for Misuse of Dalit-Tribal Students' Scholarships

Jaipur- Stringent action has been initiated against 40 educational institutions, including 7 universities, following a major scam involving scholarships meant for Dalit and tribal students. The Social Justice and Empowerment Department has blacklisted and debarred these institutions, as revealed on the scholarship portal, after serious allegations of scholarship theft came to light.

The order was issued by Jagjit Singh Monga, Director of the Social Justice and Empowerment Department and Joint Secretary to the Government. On December 12, 2023, the department had issued an order, forming a high-level committee to investigate scholarships in private universities and educational institutions. The committee submitted its report on December 26, leading to the department's decision based on the investigation report and recommendations.

The issued order explicitly states that the department will not entertain new applications from the blacklisted institutions. For those students found ineligible by the investigation committee, immediate blacklisting under the scholarship scheme has been initiated by the department. Additionally, the district level officer, serving as the scholarship sanction authority, has received orders to thoroughly examine pending, held, withheld, approved, and sanctioned applications and bills generated at all levels until the date of blacklisting. The disposal of these cases is to be based on merit and within the jurisdiction of the respective authority.

This action stems from a violation of the rights of the deprived section. Social activist Hari Prasad Yogi pointed out that government-run welfare schemes, such as scholarships, play a crucial role in providing education to children from poor, socially deprived, and backward families. Any scams in these schemes are deemed as shameful acts that infringe upon the rights of these underprivileged students.

To address the malpractices, FIRs will be filed in the case of blacklisted educational institutions. Those facing charges include ineligible students, the heads of the concerned educational institutions, or the officers authorized for scholarships within these institutions. Furthermore, immediate action will be taken to recover irregular payments made in scholarship applications by district offices. This proactive approach aims to ensure accountability and rectify the financial discrepancies identified in the investigation.
