Rohtak/Chandigarh- The Democratic Medical Association (DMA India) has warned the Haryana government that acute faculty shortages in government and government-aided medical colleges are severely damaging medical education and patient care across the state.

In a detailed memorandum submitted to Chief Minister Nayab Singh Saini, Health Minister Aarti Singh Rao and the National Medical Commission (NMC), DMA India said no regular faculty recruitment has taken place under the Directorate of Medical Education & Research (DMER) and University of Health Sciences (UHS), Rohtak for the last four years.

The association, represented by National President Dr Amit Vyas, National General Secretary Dr Shubh Pratap Solanki, National Vice President Dr Bhanu Kumar and National Secretary (Women’s Wing) Dr Priyanshu Sharma, highlighted that the prolonged delay has led to large-scale migration of qualified MD/MS specialists to private institutions and other states.

Key Issues Raised

1. Established institutions such as PGIMS Rohtak, KCGMC Karnal, BPS Government Medical College Khanpur and SHKM Government Medical College, Nuh are facing 30–40% faculty shortages.

2. SABV Government Medical College, Chhainsa (Faridabad) has nearly 70% vacant faculty positions.

3. Newer colleges at Bhiwani, Koriyawas (Narnaul) and Kutail Medical University, Karnal have little to almost no permanent faculty.

A 2022 recruitment advertisement was completed only in October 2023, by which time many specialists had already left. In the recent contractual recruitment drive, against nearly 750 advertised posts, only 70–80 positions are expected to be filled. DMA India attributed this to poor pay, lack of job security and uncertain career prospects.

DMA India stated that the continuing shortage of faculty and migration of experienced teachers is leading to:

1. Adverse impact on MBBS and postgraduate teaching.

2. Decline in the quality of thesis work, research, and clinical training.

3. Reduced availability of specialist and super-specialty patient care.

4. Increasing difficulty in maintaining NMC faculty norms, which may adversely affect future expansion of MBBS and postgraduate seats.

5. Loss of public investment, as highly trained specialist doctors are moving to private institutions and other states.

Demands

DMA India has demanded immediate and time-bound regular recruitment against all sanctioned posts, implementation of “equal pay for equal work,” extension of service benefits (PF, pension, gratuity, leave, insurance) to contractual faculty until regular appointments are made, and a transparent promotion and career progression policy.

Dr Amit Vyas said: “Faculty members are the backbone of government medical colleges. Unless the government ensures timely regular recruitment, job security and better working conditions, Haryana’s medical education system, specialist training and public healthcare services will face a serious crisis.”

The association has urged the Chief Minister, Health Minister, NMC and DMER Haryana to act urgently, stating that further delay will harm the state’s healthcare sector.
