UGC Reiterates Mandatory Reservation in Temporary Appointments Lasting 45 Days or More

To monitor implementation, the UGC has requested universities to submit details of all contractual appointments (teaching, non-teaching, and administrative staff) made during the academic years 2023-24 and 2024-25 via the UGC UAMP Portal.

New Delhi- The University Grants Commission (UGC) has once again directed all universities across India to strictly implement the Government of India's reservation policy for temporary appointments that last 45 days or longer.

In a letter dated February 16, UGC Secretary Prof. Manish R. Joshi addressed Vice-Chancellors of all Central, State, Deemed, and Law Universities. This communication reiterates an earlier UGC directive issued in September 2024, emphasizing compliance with Department of Personnel and Training (DoPT) guidelines.

The letter references key DoPT Office Memoranda—No. 36036/3/2018-Estt(Res) dated May 15, 2018, and No. 41034/4/2022-Estt.(Res-1) dated November 21, 2022—which make it mandatory to apply reservations for Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) in such temporary roles, including teaching, non-teaching, and administrative positions.

Prof. Joshi highlighted that the National Commission for Backward Classes and the Ministry of Education have also stressed strict adherence to these provisions. Universities have been urged to ensure full compliance in their institutions as well as affiliated and constituent colleges.

To monitor implementation, the UGC has requested universities to submit details of all contractual appointments (teaching, non-teaching, and administrative staff) made during the academic years 2023-24 and 2024-25 via the UGC UAMP Portal. The submission link provided is a Google Form for this purpose.

This reiteration comes amid ongoing efforts to promote equitable representation in higher education institutions and follows complaints or observations regarding non-compliance in temporary hiring practices.
