Jaipur- Following the technical flaws discovered in the Constitution Park at Jai Narayan Vyas University in Jodhpur, a significant controversy has arisen across the state.

Just few days after its inauguration by Governor Kalraj Mishra, a significant error has been discovered at the newly built Constitution Park in Rajasthan University, constructed at a cost of 3 crores.

The park features a Constitution pillar intended to detail all 22 parts of the Indian Constitution. However, the university made a major mistake regarding the parts of the Constitution. Part 17, which should describe the official language of the Union of States (Articles 343-351), incorrectly details the emergency provisions that actually belong to Part 18 (Articles 352-360).

This glaring error went unnoticed despite multiple inspections and reviews by a dedicated committee overseeing the park's content.

The mistake was also overlooked during the inauguration ceremony on June 19, attended by Governor Kalraj Mishra, Higher Education Minister Dr. Prem Chand Bariwa, and Rajasthan University Vice Chancellor Professor Alpana Kateja.

The error has sparked controversy and raised questions about the diligence and accuracy of the university's review processes, prompting calls for a thorough investigation and immediate correction.

The Rajasthan University has announced a high-level investigation to determine the source of the errors. However, questions have also been raised about the Constitution Parks in other state universities and even at the Raj Bhavan, necessitating a thorough examination.

Interestingly, both the Constitution Parks in Jodhpur and Jaipur universities were constructed by the same company, M/s Kishori Construction Company, Jaipur. Following the revelation of these issues, the company has remained silent.

Guidelines for constructing Constitution Parks in all state-funded universities were issued by the Raj Bhavan to promote constitutional awareness among the youth.

Rajasthan currently has 27 state-funded universities, all of which have built Constitution Parks. Most of these parks have been inaugurated by the Governor. Recently, the Constitution Park at Jai Narayan Vyas University in Jodhpur was built at a cost of approximately two crores. Major errors related to the original Constitution in the park's pillar led to an uproar after being discovered.

In Jaipur, despite existing flaws, the Rajasthan University administration, including Vice Chancellor Prof. Alpana Taneja and Registrar Avadhesh Singh, inaugurated the Constitution Park on June 19, just before the convocation ceremony. The errors remained hidden for five days until student leaders discovered them, sparking a controversy. The Constitution Park at Rajasthan University was constructed at a cost of 2.79 crores, with significant errors found in the inscriptions of the 22 parts of the Constitution on the pillar.

Following the revelation of these errors, the Rajasthan University administration has switched to safe mode. Vice Chancellor Prof. Alpana Taneja has stated that language-related errors in the Constitution Park will be corrected promptly. A high-level committee will investigate at what level these mistakes occurred despite the university's careful measures. She clarified that three different committees of legal experts from the university's law faculty were formed at various times regarding the construction of the Constitution Park.

The same construction company, M/s Kishori Construction Company, Jaipur, undertook the construction of the Constitution Parks at both Jodhpur and Jaipur universities. The company's directors, Roshan Sharma and Pradeep Yadav, along with M/s Family Foundation and four engineers, oversaw the construction. The company's MD visited the park three days before its inauguration, accompanied by Vice Chancellor Prof. Alpana Taneja and the Registrar.

Despite their presence, the errors went unnoticed, and the Governor inaugurated the park on June 19. Interestingly, the inscription on the inauguration plaque mentions January 8, 2023, as the completion date, while construction continued until three days before the inauguration on June 19, 2024.

The Raj Bhavan has demanded an explanation from the universities. The Governor's Secretariat has instructed the university to form a committee of professors from the law and political science departments to examine the content engraved in the Constitution Parks. The committee is to ensure that the inscribed content matches the original provisions of the Constitution, make necessary corrections, and submit a report to the Raj Bhavan through the Vice Chancellor within three days.
