FOLLOW-UP: Even 10% of loan disbursal target to Dalits not met by the Madhya Pradesh Government

There is a provision of a loan up to Rs 2 crore in the Mukhyamantri Anusuchit Jativishesh Pariyojana Vitt Poshan Yojana. The target applicants are only 10. And the number of applicants is zero till the progress date, which means that there has been no application under this scheme. The investigation by The Mooknayak revealed that the Dalits are not having any information about this scheme.

Bhopal— The youths of scheduled castes are not benefitting from the schemes run by the Madhya Pradesh Government. On one side the government draws up large no of schemes for the welfare of this section. But at the ground level the implementation of these schemes appears zero. The offshoot of this is that in the Scheduled Caste Finance Commission only 10% of the target is met. The Mooknayak under its investigation collected information related to the number of applications and the beneficiaries. On the basis of the information, we can say that this seems to be an eyewash.

In the report published earlier, we had informed that no allocation has been made of the 40 crores Rs approved by the Scheduled Caste Finance and Development Corporation. Now the Scheduled Caste Finance and Development Corporation is waiting for the disbursal of the approved amount after having received the applications. According to the sources, it is not confirmed that till when will the Corporation will receive the amount. Although when The Mooknayak began probing further, more such examples of laxity from the side of the government were revealed.

The Scheduled Caste Finance and Development Corporation is running four schemes, these schemes are meant to align the youths to Entrepreneurial employment and make them financially strong, but the Dalits are not reaping the benefits of the schemes. The application received is only 20% of the target of the Corporation set for the schemes, whereas the approved applications are only 10% of the target.

The targets of Scheduled Caste Finance Development Corporation which are way off the mark reflect the apathy of the government. These schemes were drawn up with the intention of connecting Dalit Youth with commercial employment, but the government has failed to take the schemes at the ground level. Upon probing The Mooknayak got to know that the Dalit youths are unaware of the schemes launched by the government. The Mooknayak spoke to Sunil Ahirwar of the Datiya district he expressed ignorance to any of the schemes launched by the government.

The propagation of the Schemes came a cropper

At the district level the nodal officers of the schemes of Scheduled Caste Finance Development Corporation are the Collector, District Panchayat Office, and District Adamjati Kalyan office, and District trade and industries department. They act as a conduit for sending applications to the Corporation. But the schemes are not being propagated at the District level. Due to this, the members of the Scheduled castes don't get the information about the schemes running. When delved further, the laxity of the officials came to light. People are made aware of the schemes after giving the relevant information to the Gram Panchayat of the District. But the District administration is not doing anything like this. The people who themselves contact the offices, only they manage to get the information. But the people living in remote areas are not able to get the information.

Four Schemes being run

  1. Sant RavidasSwarojgar Yojana:  The scheme has loan range of Rs 1 lakh to 50 lakh for different industrial projects, which runs the gamut from Agro-processing, food processing, cold storage and milk processing etc. Similarly, service units and retail business projects include beauty parlors, motor repairing retail businesses and garment businesses etc. The eligibility of the applicants is class 8th pass and should be between 18 to 45 years of age. The income of the family should not be more than 12 lakhs. The Corporation offers an interest differential of 5% per year as financial support.
  2. Doctor Bhim Rao Ambedkar Arthik Kalyan Yojana:  Doctor Bhimrao Ambedkar Arthik Kalyan Yojana includes projects ranging from Rs 10,000 to Rs 1 lakh. In this scheme, loan is also provided for augmenting the existing businesses. For taking benefit of the scheme the applicant needs to be in the age group of 18 to 55. Also the applicants should not be a income tax payee. 7% rate of interest is applicable on the loans approved under this scheme.
  3. Mukhyamantri Anushuchit Jaati Vishesh Pariyojana: Under this scheme, support is provided special project proposals received by different programs. For this full cost can be financed upto a maximum of 2 crore
  4. Savitri Bai Phule Swayam Sahayta Samooh yojana: Women self-help group are provided a loan upto a maximum of Rs 2 crore.
